Catherine Garcia Flowers is a visionary leader and social entrepreneur with over three decades of experience driving transformative change at the intersection of public affairs, social impact, and community development. As co-founder of Energy Well Texas, she helped launch one of the nation's emerging minority-owned energy companies, focused on addressing energy poverty through innovative, tech-enabled solutions that deliver cost savings and sustainable utility services to underserved communities.
Her leadership in energy transition earned her a 2024 appointment as an Equity Ambassador with the U.S. Department of Energy, and she served as a founding board member of the Clean Energy Fund of Texas—the only nonprofit green bank in the region. Catherine is known for her ability to bridge sustainability, innovation, and social impact, bringing a bold, community-rooted perspective to complex energy challenges.
Catherine’s advocacy began in her formative years as a first-generation American. Early in her career, she launched TCF Professional Services to provide high-impact business support to overlooked communities and the organizations that serve them. As Director of Community and Governmental Affairs for the Louisiana Lieutenant Governor, she was deeply involved in Texas disaster relief efforts following Hurricane Katrina, an experience that intensified her passion for social justice.
After relocating to Houston, Catherine was recruited by the City of Houston to help create the Department of Neighborhoods, where she designed programs that continue to empower Houston’s diverse populations. Her career is marked by a strategic, collaborative approach to partnerships, systems change, and stakeholder engagement.
Through TCFPS, Catherine has led national campaigns like Be Covered Texas—the state’s first Affordable Care Act outreach effort—and currently leads community benefit planning and stakeholder engagement for the HyVelocity Hydrogen Hub, while partnering with groups like Moms Clean Air Force. Her clients span entrepreneurs, elected officials, municipalities, corporations, churches, and nonprofits—each benefiting from her unique ability to blend strategy with authentic, grassroots insight.
Her expertise in housing is equally expansive. As Vice President for Capital One Bank’s Southern Region, she helped expand affordable housing inventories in Texas and Louisiana. Later, as CEO of Bread of Life, she led disaster relief services that reached over 100,000 families in the wake of Hurricane Harvey.
Catherine is also the founder of Altruistic Endeavors NGO, a nonprofit that operates urban farms and an apiary, advancing sustainability and resilience in vulnerable communities.
Currently pursuing her doctoral studies, Catherine merges academic rigor with real-world leadership experience. Whether delivering keynotes, advising decision-makers, or leading high-impact campaigns, she equips audiences with actionable strategies and transformative insight. A master gardener and passionate beekeeper, she infuses every engagement with stories of resilience, innovation, and rootedness.
